Dear ICBHI 2019 participants,
It is my pleasure to welcome you to Taipei, and the 3rd International Conference on Biomedical and Health Informatics (ICBHI 2019).
It is expected that ICBHI 2019 will catalyze the personal health systems development methodology, and thus achieve convergence and integration mechanisms of the main scientific areas for the enabling of precision medicine. There is a high demand for managing new findings and ICT capabilities as well as integrating competencies and thematic areas, which are essential in biomedical and health informatics.
I would like to thank the IFMBE WG on Health Informatics and eHealth, Taiwanese Society of Biomedical Engineering, and Chung Yuan Christian University (CYCU) for the excellent work and expertise committed to the organization of the ICBHI 2019.

Best Paper Award to Students
ICBHI 2019 will offer THREE Best Paper Awards to student authors (NOT including post-doc) who are the first author and presenting in person in the Student Competition. Each paper will be awarded USD 200.

Young Investigator Competition Award
ICBHI 2019 will offer THREE best young investigator papers to its first author, under 45-year-old, and presenting in person in the Young Investigator Competition at ICBHI 2019. Each paper will be awarded USD 400.

Scientific Challenge on Cardia Signal Processing Best Paper Award
ICBHI 2019 will offer TWO Best Paper Awards to participants in the Scientific Challenge Competition, and each paper will be awarded USD 600.

Journal special issues
ICBHI will publish selected papers as a special issue in highly respected journal. We will publish the special issue with the journal: Medical & Biological Engineering & Computing (MBEC).
In order to build up young researchers and students' global perspective and facilitate academic exchange, ICBHI will host two Honorable lunches on 18th and 19th April, 2019. They aim to give young researchers and students opportunities to meet and talk to worldwide Biomedical Engineering professors from around the world. All participants are welcome. On-site registration. Vacancies limited.
